Item 6 (pdf page 41) River Valley Equestrian Center Lease Renewal: The proposed lease renewal of 21.6 acres and is located adjacent to the surplus properties currently under an option to sell to the San Diego River Conservancy. Increase lease amount to $2000 per year with five one-year options to extend with an adjustment annually by consumer price index.
 
Item 7 (pdf page 80) Mid-Year Adjustments to the Fiscal Year 2015-16 Capital Improvement Program Budget Schedules 64, 76 and 84: Due to the reduction in water use and revenue. The District is proposing mid-year adjustments of the Capital Improvement Program of an amount of decreased budget of $2.5 Million. These projects will be postponed. The staff recommended these cuts in lieu of using rate stabilization funding (see Committee Meeting Presentation attached 012716.pdf ).
 
Item 8 (pdf page 85) Drought Action Plan: Cumulatively we have reduced water use 23% compared to 2013, meeting the Governors 20% Reduction for Helix. However, in February the Governors implemented new Extended Drought Regulations, and has given Helix will be give a credit of 8% due to water purchased from our new Carlsbad Desalination Plant and due to inland increased temperature. Thus, for the time up to October 2016, Helix will have to maintain a 12% reduction compared to 2013 (instead of the 20% we have been required to comply with the last 8 months).

Item 10 (pdf page 90) East County Advanced Purification Project: Informational report to evaluate the feasibility of a regional water reuse project was completed January 2016.This was a collaborative effort with Padre Dam Municipal Water District. County of San Diego, City of El Cajon and Helix. The results of the study showed alternatives and costs. Padre Dam MWD awarded a contract of $3.5M to Kennedy Jenks Consultant this month. See UT article Padre Dam Pushing Water Purification Efforts  At our Helix meeting we will discuss the next steps for Helix involvement.

The Helix Water District covers an area of nearly 50 square miles, serving the cities of La Mesa, El Cajon, Lemon Grove, the community of Spring Valley, and various unincorporated areas near El Cajon. Helix Water District owns Lake Jennings and Lake Cuyamaca. Helix Water District customers receive water treated at a 106 MGD R. M. Levy Treatment Plant in Lakeside. Helix also has storage rights of 10,000 acre feet in El Capitan Reservoir for water from Lake Cuyamaca, San Diego River tributaries, and imported water. Treated water is stored in the 30-million-gallon Grossmont Reservoir, under the grass at Harry Griffen Park, and 21 other storage tanks located throughout the District. The District has a total storage capacity of 63 million gallons for filtered water.
