Note: this is the first time the Helix Water District has had a General Manager multi-year contract that addresses pay increases. Only 2 other water districts in the San Diego County have multi-year contracts, Otay MWD with no pay increases included in the contract and Rainbow MWD with a guaranteed consumer price index increase and any merit increase given by the Board. Dear Friends, Here is the link to the agenda and board package link for our Regular Helix Water District Board Meeting: AGENDA REGULAR MEETING OF THE BOARD OF DIRECTORS Wednesday, February 17, 2016 - 2 p.m. 7811 University Avenue, La Mesa, CA 91942-0427 Interesting Items: Item 6 (pdf page 41) River Valley Equestrian Center Lease Renewal: The proposed lease renewal of 21.6 acres and is located adjacent to the surplus properties currently under an option to sell to the San Diego River Conservancy. Increase lease amount to $2000 per year with five one-year options to extend with an adjustment annually by consumer price index. Item 7 (pdf page 80) Mid-Year Adjustments to the Fiscal Year 2015-16 Capital Improvement Program Budget Schedules 64, 76 and 84: Due to the reduction in water use and revenue. The District is proposing mid-year adjustments of the Capital Improvement Program of an amount of decreased budget of $2.5 Million. These projects will be postponed. The staff recommended these cuts in lieu of using rate stabilization funding (see Committee Meeting Presentation attached 012716.pdf ). Item 8 (pdf page 85) Drought Action Plan: Cumulatively we have reduced water use 23% compared to 2013, meeting the Governors 20% Reduction for Helix. However, in February the Governors implemented new Extended Drought Regulations, and has given Helix will be give a credit of 8% due to water purchased from our new Carlsbad Desalination Plant and due to inland increased temperature. Thus, for the time up to October 2016, Helix will have to maintain a 12% reduction compared to 2013 (instead of the 20% we have been required to comply with the last 8 months). Item 10 (pdf page 90) East County Advanced Purification Project: Informational report to evaluate the feasibility of a regional water reuse project was completed January 2016.This was a collaborative effort with Padre Dam Municipal Water District. County of San Diego, City of El Cajon and Helix. The results of the study showed alternatives and costs. Padre Dam MWD awarded a contract of $3.5M to Kennedy Jenks Consultant this month. State Water Resources Control Board (SWRCB) adopts extended emergency water conservation regulation yesterday, February 2, 2016. After several short months of public hearings, and two rounds of drafts, yesterday the State Water Board adopted new emergency water conservation regulations that now gives more flexibility to Water Suppliers to Meet Conservation Targets.
So, what does this mean to Helix Customers? It means the District will get "credit" for the new water supply that the customers paid for, investment in the Carlsbad Desalination Plant. and also consideration for the increase climate in our inland valley. The only caveat is that the SWRCB has limited the credit/adjustment to a maximum of 8%. Thus, although the District should be able to claim a 8% credit to desal and 2% credit to climate, the District will only be able to adjust a total of 8%. Hence, our requirement of cutting back 20% is now reduced to 12%, in comparison to the 2013 months. Although, we do not need to continue our efforts to cut back over 20%, please, we do not want to go back to any bad habits and waste water. I support water efficiency and being water wise! **
Dear Friends, Here is the agenda and board package link for our Regular Helix Water District Board Meeting: AGENDA REGULAR MEETING OF THE BOARD OF DIRECTORS Wednesday, February 3, 2016 - 2 p.m. 7811 University Avenue, La Mesa, CA 91942-0427 Interesting Items: Last week at our Committee Meeting we received a presentation regarding District accomplishments the last 6 months and went over the current status of our Strategic Plan Focus Areas. We followed up with the District overall financial status (ending 12/31/2015) which has resulted in a $6.4 Million dollar revenue shortfall due to the reduction in water use. Budget assumed 20% water reduction, but we reduced more. However, there is an offset of nearly $3 Million, due to less water purchases, however, we need to make up for the additional shortfall. The solution proposed was to delay non critical capital projects. These projects can be completed when funding becomes available, ie. water use restrictions lifted or the following budget year. I was assured that the following year capital improvement project budget will not be increased, resulting in further increasing water rates, but rather projects will just be moved forward. Closed Session: General Manager Performance Evaluation FYI: I received an email today from Mike Harrison who is running for State Assembly this year in the 71st District. “Did you know that in 2014 California voters passed a water bond (Proposition 1) that would include spending for water storage projects, recycling, and flood protections and billions have yet to be spent? As we face El Nino, as well as a massive drought, our government is failing us in making sure we are prepared. You can find more information about this in an op-ed written by Assemblywoman Mendez who has been a leader on this important issue: http://www.pe.com/articles/water-789630-drought-new.html We must continue to be proactive about important water issues and we certainly need leaders who prioritize these issues above political agendas.” This is why I am supporting Mike Harrison for State Assembly, he is not afraid to take on the important issues of WATER! I will be having a future meet and greet and hope you can come and meet Mike to discuss water and all the other issues affecting our state. Let me know if you are interested.
