Item 10. (Page 78)  The Board Provide Direction to Staff Regarding the Draft Budget Guidelines and Principles for Developing the Fiscal Year 2019-20 Preliminary Budget
 
  • That time of year again! With all that rain falling from the sky ($2m) – I would like a ZERO percent increase…but the following items need to be discussed:
    • Forecasted revenues and operating and capital expenditures for fiscal year 2018-19
    • 2,000 acre-feet of local water available to reduce the amount of water purchased from the SDCWA in fiscal year 2018-19;
    • The preliminary fiscal year 2019-20 budget;
    • Actual and anticipated capacity fee iecelpts;
    • No change in units of water sold in fiscal year 2019-20 versus fiscal year 2018-19;
    • Four years of a $750,000 annual prepayment of the district's unfunded liability;
    • Rate smoothing across the outer years of the rate model which allows for an even increase in anticipated rate adjustments;
    • Replenishment of the rate stabilization reserve fund per district guidelines.
 
  • Some of the major dates for this year's budget process include:
    • April 17 Present to Board Budget Guidelines and Principles
    • May 1 and 2 (tentative) Review with Board Draft Fiscal Year 2019-20 Budget Schedules
    • May 15 Present to Board Water Rate Projection Workshop
    • May 31 Distribute to Board Preliminary Budget Document
    • June 5 Board Meeting Preliminary Fiscal Year 2019-20 Budget for Board Approval
    • August 7 Board Meeting Approval of Water Rates
    • August 28 Distribute to Board Fiscal Year 2019-20 Document
    • August – Bill Insert Mailed to Customers Regarding Upcoming Water Rates
    • January 1 Water rates effective on bills for water used in November and December
 
Item 11. (Page 98)  The Board Receive Information Regarding Senate Bill 998, which Provides Additional Procedural Protections to Residential Water Customers before the Discontinuation of Water Service for Nonpayment
 
  • Once again – Sacramento telling us how to run our water systems! With around 1000 shut offs a year the state will now place limits on when and how water agencies can discontinue service for nonpayment.
 
Item 13. The Board Discuss the Annual Harry Griffen Park Joint Powers Authority Meeting Scheduled for April 30, 2019, at 2 p.m.
  • Helix Water District owns the land of the park, we have a 30 Million Gallon Reservoir under the grass area. The City of La Mesa operates and maintains the park, the cost is split up through a Joint Powers Agreement:
City of La Mesa
40% -$208,964

Helix Water District
35% - $182,843

City of El Cajon
15% -   $52,241

County of San Diego
10% - $182,843
  • The total budget for the upcoming year is $522,409.
  • The issue that has been brought up is that the City of El Cajon is not paying their fair share – what do you think?

The Helix Water District covers an area of nearly 50 square miles, serving the cities of La Mesa, El Cajon, Lemon Grove, the community of Spring Valley, and various unincorporated areas near El Cajon. Helix Water District owns Lake Jennings and Lake Cuyamaca. Helix Water District customers receive water treated at a 106 MGD R. M. Levy Treatment Plant in Lakeside. Helix also has storage rights of 10,000 acre feet in El Capitan Reservoir for water from Lake Cuyamaca, San Diego River tributaries, and imported water. Treated water is stored in the 30-million-gallon Grossmont Reservoir, under the grass at Harry Griffen Park, and 21 other storage tanks located throughout the District. The District has a total storage capacity of 63 million gallons for filtered water.
