** Dear Friends: Attached is the board package and link for our Special (Regular mtg was postponed last week) Helix Water District Board Meeting: AGENDA SPECIAL MEETING OF THE BOARD OF DIRECTORS Wednesday, July 12, 2017, 6pm 7811 University Avenue, La Mesa, CA 91942-0427 Interesting Item: For the first time ever, Helix Water District has created 3 Committees: Finance, Engineering and Water Quality. These Committees will meet once a Quarter and include 2 Board Members per Committee. The intention of the Committees is to allow the Board Members to get more specific information, update on projects, and ask questions. We (Mark Gracyk and I) had our first Engineering Committee meeting on Monday afternoon and it was very informative and worthwhile. We will report out on the status of the committee at the Board Meetings. Interesting Agenda Items: Item 13. (pdf Page 80) 2017 Customer Survey Consultant Recommendation Recommendation: The board authorize the general manager to execute a professional services agreement between Helix Water District and Probe Research, Inc. in the amount of $21,650 for the district's 2017 customer survey. This item was on the June 7 agenda and pulled as I had questions for staff and wanted to review the two submitted proposals and the RFP that was sent out. After answering my questions the item has been placed on the agenda for consideration. I did notice that the recommended Consultant cost went up $3500, from $18,150 to $21,650. The staff report and proposal added that that three on-site meetings that will include Probe, district staff and the district’s board of directors. Bottom line, I want to make sure that the survey is meaningful and that the board is involved in the question development. As always, I welcome your comments and feedback. Per the request of the Helix Water District Board on May 16, 2012, the following language is to be added by all Board Directors in all outgoing Director correspondence. "This correspondence, and any documents attached hereto, reflects the individual opinions and positions of the above-named Director and does not represent the opinions or positions of the District's Board of Directors or the District.
