This is the Board Meeting to discuss the proposal from the Helix Water District’s Drought Action Plan. The proposal is to be discussed by the Board and Provide Staff Guidance to Develop a Final Drought Action Plan and Resolution for the May 20th Regular Board Meeting. From June 1 2015 to February 2016 Helix Water District is required to cumulatively conserve 20% compared to the same months in 2013. In order to meet the conservation Helix is proposing to:
My concern is the proposal item 6 above. According to our Helix Water District Policies and Procedures Manual, Section 4.9, Drought Response Policy and Procedure Manual, http://www.hwd.com/about/policies.pdf , we have NO MENTION of issuing drought penalties to Customers at a Level 2 Drought. This is something the staff is proposing to encourage reduction of outdoor water use. Another concern with the proposal is that there is no reduction required for water users in the Irrigation Class Accounts. 800 customers currently have a water budget, I believe that their budgets should be reduced a certain percentage (20%), they currently pay for their water at the Tier 2 flat rate and if they go over their budget they pay a penalty. They are also the largest single water users compared to a single resident, HOA’s, Condominium, Apartment, Townhouse complexes, Caltrans, School Districts, Cities and much of their landscape is ornamental turf, lawn), they should not be exempt from conserving. The customers of Helix Water District have done an excellent job in conserving water over the years. Our per capita use (109 gallons per capita per day) is one of the lowest in the County and State! However, the Governor wants us to cut back more. I support conservation and being water wise and this crisis we are called to go lower and meet our goal of 92 gallons per capita per day (20%) by February 2016.
