(pdf Page 54) Pipeline Realignment/Replacement Project Fuerte Drive and Alzeda Drive As some of you know driving on Fuerte Drive, there is a turn that has had quite a few accidents at Alzeda Drive, the County is redesigning these streets, which requires Helix Water Lines to be moved. Staff recommends the board adopt Resolution 17-42 awarding the contract for construction to El Cajon Grading & Engineering Co. Inc., the lowest responsive, responsible bidder, in the amount of $799,810; and appropriate funds in the amount of $967,000 budget for construction of the project. However, the budget for the project from helix is $500,00 as a portion of the facilities to be relocated are contained within an existing pipeline easement for the benefit of Helix Water District. Based on our existing franchise rights agreement with the county of San Diego, the county must reimburse Helix for the cost of relocating our facilities where Helix possesses prior rights. Item 8. (pdf Page 61) Revenue Bond Credit Rating Affirmation - Fitch Ratings Fitch Ratings-San Francisco-02 August 2017: Fitch Ratings has affirmed the 'AA+' rating on the following bonds issued by the Helix Water District, CA --$11.15 million water revenue refunding bonds, series 2009. Item 9. (pdf Page 67) Customer Advisory Committee The board discuss the structure and selection procedure of a Customer Advisory Committee and provide staff with direction to begin the process of establishing the committee. In the interest of increasing public involvement, the Helix Water District Board of Directors is considering creating a Customer Advisory Committee to provide feedback and ideas on a myriad of topics on an assignment-by-assignment basis. The topics could include, but are not limited to, water rates, budgets, conservation, strategic planning, etc. FINALLY! What a difference a new board makes! Let me know if you are interested! (pdf Page 40) Proposed Fiscal Year 2017-18 Water Rate Adjustments What a difference a new board makes – I am very proud – GREAT Teamwork! As I mentioned in my May email/blog this board worked hard with staff and with the blessing of rain to keep the budget and future water rates lower than the previously Board approved October 2015 11.8% increase (I voted NO) down to an overall 3.9% increase (down from May’s anticipated 4.1%) which includes the San Diego County Water Authority 2.3% increase! Helix budget increase was 1.6% increase due to mainly capital costs to support District Infrastructure. Please note, I still want to have a Board Policy discussion on our use and pay back of the Rate Stabilization Fund before our next budget discussion… As always, I welcome your comments and feedback.
