PDF Page 28: December 7, 2016 Minutes At our last Board Meeting we had our two new board members at the dais, Director Mark Gracyk and Director Lu Tejeda. The new Board Voted In New Board Officers: Director Joel A. Scalzitti - President Director Kathleen M. Coates Hedberg - Vice President Item 7 PDF Page 289: The board adopt Resolutions 16-52 and 16-53 appointing Helix Water District representatives to the San Diego County Water Authority and Resolution 16-54 confirming proxy authorization. Resolution 16-52 names Vice President Kathleen M. Hedberg as the director to fulfill Mr. Linden's term and requires board approval. Resolution 16-53 President Scalzitti to complete Director Verbeke's term effective immediately through August 18, 2019 and requires board approval. Item 11 PDF Page 324: Drought Action Plan Update Helix customers are doing a great job at continuing conservation, continuing a19% reduction compared to 2013. The State has proposed Long Term Regulations and is looking Public comments on the draft plan released November 30, 2016 were due by December 19, 2016; the executive order requires that the final draft proposal be released to the public by January 10, 2017 for review by the governor in February 2017. Note: Tim Quinn, the executive director of the Association of California Water Agencies, summarized these proposed regulations as, "It really is complicated, it's very data intensive, and it's very expensive to implement." Staff will continue to both actively participate in the workshops and update the board as the development of these impactful regulations unfolds.
