SPECIAL MEETING OF THE BOARD OF DIRECTORS
Wednesday, January 11, 2017, 6 PM

ACTION ITEM:
Item 4 (pdf page 3) . Resolution to Change the Regular Board Meeting Schedule from  2pm to 6pm (1st and 3rd Wednesday of the month). Effective February 1.
 
This item was discussed and approved at the last board meeting to have a Resolution on the agenda to change the meeting times to 6pm.
 
DISCUSSION ITEM:
Item 5 (pdf page 7). The Board Discuss the Process to fill Board Vacancy Created by the Resignation of Director Luis P. Tejeda and Provide Direction to Staff
 
Options:

1. fill the vacancy by election – Board agreed at the last meeting that this was not a good option.
2. fill the vacancy by appointment following an application period; or
3. fill the vacancy by direct appointment without an application period.

 
Either option 2 or 3 would require a similar time line as they both require a 15 day period to close so an appointment can be made:

January 18 - Board directs posting of notice of vacancy, sets application period, sets date for conducting appointment process
January 19 - Notice of vacancy posted – 3 locations
January 19 - Application period opens
Feb 2 - Application period closes
Feb 3 - 15 day period closes, staff verifies eligibility of applicants and provides applications to Board
Feb 6 - Special meeting to conduct appointment process
Feb 7 - Staff notifies Registrar of Voters of Appointment

If an appointment is not made by the board, it would go to the San Diego County of Supervisors for an appointment or would require an election.

Per the request of the Helix Water District Board on May 16, 2012, the following language is to be added by all Board Directors in all outgoing Director correspondence. "This correspondence, and any documents attached hereto, reflects the individual opinions and positions of the above-named Director and does not represent the opinions or positions of the District's Board of Directors or the District.  Pursuant to Section 9.1-11(A) of the Helix Water District Policies and Procedures Manual, individual Directors, except as otherwise authorized by the Board, shall have no power to act for the District or the District's Board of Directors."
