Item 10. (pdf Page 57) Lease Agreement with Embery-Pillsbury Enterprises
 
Recommendation: The board authorize the General Manager to execute a lease agreement with Embery- Pillsbury Enterprises, LLC over portions of assessor parcel number 392-050-47.
 
Helix Water District owns property in the El Monte Valley. Although much of the El Monte Valley property has been sold (480 Acres), there are some parcels that we still own and some are leased. Helix Water District has been leasing 32.5 acres of unimproved land to Embery-Pillsbury Enterprises, LLC since 1983 for their operation of the Lakeside Saddle & Driving Club, http://lakesidesaddleanddrivingclub.com/ a member-based recreational equestrian park available to the public. The most recent lease term was 10 years, which expired on June 6, 2017. Currently the monthly rent is $600 per month.
 
A review of Rent and Term Options are being considered: Since the initial lease, a well was drilled and water is available to the property, thus, the rent has been reevaluated. Staff evaluation has determined that based on the current market data suggests a market rent of $1333 per month, a 120 percent increase to the current rent.
 
Staff has proposed two options with a five year lease:
  1. A gradual rent increase in rent over 5 years
  2. Or establish an initial rent of $1333 per month with a 3 percent annual increase thereafter.

  1. Revenue: Actual $1,025,637 Budget $ 924,400 + 11% (Note: $8,000,000 received by El Monte Lawsuit Settlement Sale)
  2. Expense: Actual $953,935 Budget $ 999,330 – 4%
 
Lake Jennings Revenue hit the $1,000,000 mark at and expenses below revenue and budget!
 
Item 14. (pdf Page 164) Transparency
The board receive the District Transparency Certificate of Excellence from the Special District Leadership Foundation in recognition of the district's outstanding efforts to promote transparency and good governance! We also approved for this year’s budget to become members of the CA Special Districts Association www.csda.net more steps toward good governance…
