(pdf Page 22) Minutes - Election of Officers After 11 years, I am Board President of Helix Water District (by unanimous vote)! And Director McMillian is Vice President. Item 6. (pdf Page 52) Annual Update of the District Policies and Procedures Manual The board conduct a public hearing to receive comments on miscellaneous fees and charges proposed for 2018 in the policies and procedures manual and adopt Resolution 17-74 approving and authorizing adoption of the policies and procedures manual, effective January 1, 2018. (pdf Page 36) Election of Officers The board elect officers to serve a one-year term per Section 9.1-3 of the policies and procedures manual and adopt Resolution 17-72 appointing the president, vice president, secretary to the board and two assistant secretaries. Currently, Joel Scalzitti is the Board President and I am the Board Vice President – I am hoping that after being on the Helix Water District Board for 11 years that I will be voted in as Board President – fingers are crossed! Item 8. (pdf Page 41) San Diego County Water Authority Treated Water Use Agreement The board approve and authorize the general manager to sign the Treated Water Use Agreement between San Diego County Water Authority and Helix Water District. Due to water use reduction in the county, the San Diego County Water Authority needs to ensure that treated water is used in the County without compromising quality and having to release treated water in a raw water reservoir. Thus, SDCWA worked with agencies in South county to help with water use. Upon accepting this agreement it is understood that we will consider taking additional flows when SDCWA requests and Helix needs however, there will be no, increase in costs to the district taking treated water from pipeline 5 versus having water treated through our own Levy Water Treatment Plant. As always, I welcome your comments and feedback. Kathleen Coates Hedberg, PE, MPH Board Director, San Diego County Water Authority www.SDCWA.org Vice President, Helix Water District www.HWD.com ** Dear Friends: Here is the link for our Regular Helix Water District Board Meeting: AGENDA REGULAR MEETING OF THE BOARD OF DIRECTORS Wednesday, November 1, 2017, 6pm 7811 University Avenue, La Mesa, CA 91942-0427 Personal Note: On October 4, 2017, my father, Bob Coates passed away. He was a Civil Engineer in the water industry. A few of his career highlights included being a General Manager of Rainbow Water District, on the San Diego County Water Authority Board and also a businessman who opened an engineering firm and worked on many San Diego County water systems. We had probably our most personal connections these past 10 years when I got on the Helix board, as there were always a few things I would consult or discuss with him - and he always gave his opinion to me straight up! I am going to miss those conversations…he taught me that you can never go wrong if you are honest, did your homework and you are doing it for the right reason. He would tell me, say what you think, discuss it, and then vote and move on. A very smart, logical and wise man. RIP Interesting Agenda Items: Item 7. (pdf Page 37) T-Mobile USA Lease Agreement The board authorize the General Manager to execute an amendment to the lease agreement with T-Mobile USA, Inc. over portions of Calavo Tank site.
I know many water agencies have wireless communication leases on the reservoirs (some receive a total of nearly a million dollars in leases annually). Helix currently only has a few sites, I have consistently expressed to consider all offers. Item 9. (pdf Page 59) Amended and Restated Water Conservation Garden Operation Agreement The board review the amended and restated Water Conservation Garden Operation Agreement and authorize the district's representative to vote in support of the agreement (5 years through 2022/23). In 1992, a joint powers agreement was entered into by Helix Water District, Otay Water District and Cuyamaca Community College to further the purposes of water conservation. Sweetwater Authority and the San Diego County Water Authority and City of San Diego joined later on. The Garden has evolved and changed since then and a new Operation Agreement is being proposed. Some of the changes include expectations of each water agency and also future financing is reduced. Currently Helix Water District contributes $96,450 or 20 percent of the agency contributions and each year a reduction in contributions will occur, 5% in FY 19/20, 10% in 20/21, 10% in 21/22 and 14% in 22/23. These funds will cover the Operations and Maintenance costs at the Garden and will be augmented by foundation fundraising (grants) for education. Item 10. (pdf Page 106) Water Loss Audit On October 9, 2015 Governor Brown signed Senate Bill 555 requiring water systems to conduct annual water loss audits annually effective October 1, 2017. The purpose is to evaluate your water system to see how much water you are potentially losing with leaks, based on various factors of pipe types, system pressure, and factors entered into a Free Water Audit Software. Based on the submitted Board Report, I have many questions, as we state that we have a validity score of 79 of 100 and an Real Loss of 23.34 gallons per connection per day, with an apparent loss of 2.08 gallons per connection per day. The calculations of these losses are not clear to me. I contacted our General Manager and he said that at the Board Meeting on Wednesday they will explain the process and he would provide me a spread sheet that explains the calculations. (pdf Page 69) The Board Adopt Six Resolutions Appointing Jennifer C. Bryant as Treasurer of the Helix Water District On June 29, 2017 the Board was notified that after seven years at Helix Water District, Lisa Stoia announced her retirement effective on October 2, 2017. Subsequently, on July 11, 2017, the Board was notified the General Managers appointed Jennifer Bryant as the next Director of Administrative Services upon the retirement of Lisa Stoia in October. Thus, the board adopt six resolutions appointing Jennifer C. Bryant as treasurer of the Helix Water District, plan administrator and custodian/trustee of the deferred compensation plan and modifying the authorized signers on the district's bank accounts and the Local Agency Investment Fund. (pdf Page 54) Pipeline Realignment/Replacement Project Fuerte Drive and Alzeda Drive As some of you know driving on Fuerte Drive, there is a turn that has had quite a few accidents at Alzeda Drive, the County is redesigning these streets, which requires Helix Water Lines to be moved. Staff recommends the board adopt Resolution 17-42 awarding the contract for construction to El Cajon Grading & Engineering Co. Inc., the lowest responsive, responsible bidder, in the amount of $799,810; and appropriate funds in the amount of $967,000 budget for construction of the project. However, the budget for the project from helix is $500,00 as a portion of the facilities to be relocated are contained within an existing pipeline easement for the benefit of Helix Water District. Based on our existing franchise rights agreement with the county of San Diego, the county must reimburse Helix for the cost of relocating our facilities where Helix possesses prior rights. Item 8. (pdf Page 61) Revenue Bond Credit Rating Affirmation - Fitch Ratings Fitch Ratings-San Francisco-02 August 2017: Fitch Ratings has affirmed the 'AA+' rating on the following bonds issued by the Helix Water District, CA --$11.15 million water revenue refunding bonds, series 2009. Item 9. (pdf Page 67) Customer Advisory Committee The board discuss the structure and selection procedure of a Customer Advisory Committee and provide staff with direction to begin the process of establishing the committee. In the interest of increasing public involvement, the Helix Water District Board of Directors is considering creating a Customer Advisory Committee to provide feedback and ideas on a myriad of topics on an assignment-by-assignment basis. The topics could include, but are not limited to, water rates, budgets, conservation, strategic planning, etc. FINALLY! What a difference a new board makes! Let me know if you are interested!
