Item 7. Discussion Budget and Rate Setting for 2020-21:  The Board will discuss the Fiscal Year 2020-21 Budget and Rate Setting Calendar and Direct Staff to Evaluate the Budgetary and Rate Impacts that Would Result from a Potential Delay of the Proposition 218 Process in Light of the Economic Impacts of the Ongoing COVID-19 Pandemic.

Item 6. Declaring as Surplus Certain Real Properties in El Monte Valley:  We do not need these properties and the The subject parcels, totaling 337.95 acres, located in unincorporated Lakeside, county of San Diego. The San Diego River Conservancy has the right of first refusal. This land is currently used by lease holders (Little League field, horse stables etc.) and the ideal buyer of the land will assume the leases for continuation of existing uses.
 
Item 15 ACTION ITEM – The Board Authorize the General Manager to Temporarily Suspend Certain Provisions of Section 2.5, Turn off for Nonpayment of the District's Policies and Procedures Manual. In light of the recent state of emergency to allow access to water for sanitation purposes and to help prevent the continued spread of COVID19.

Item 11 ACTION ITEM – POLICES AND PROCEDURES MANUAL. The Board Conduct a Public Hearing to Receive Comments on Miscellaneous Fees and Charges Proposed for 2020 in the Policies and Procedures Manual and Adopt Resolution 19-63 Approving and Authorizing Adoption of the Policies and Procedures Manual, Effective January 1, 2020. KCHNote: Few changes and some increases due to cost, most significant is the changes due to new Sacramento Regulations on water shut-offs, CUSTOMER BILLING AND COLLECTIONS - WATER ACCOUNTS Section 2.3 etc.
 
Item 12 PUBLIC OUTREACH (page 650) The Board Authorize the General Manager to Execute an Agreement for Professional Services between Helix Water District and CV Strategies in an Amount Not-to-Exceed $60,500. KCHNote: This last rate increase was the last of the 5 year 218, we need to do a new plan this next year, (note it does not have to be 5 years), we want to make sure that we have a good public education program in place for the process. Includes:  Presents technical information about the cost of service study and rate scenarios in an easy to understand format; • Utilizes a variety of outreach tools to build customer understanding and acceptance of water rate increases; • Creates opportunities for public participation and encourages customer engagement; and • Ensures maximum transparency and public accountability.

Helix Water District - Smart Leak Detector Rebate! $100 Rebate!

Dear Friends:
I have some exciting news!!! Helix Water District has a NEW Rebate Program (that I implemented of course, we got $10,000 from Metropolitan Water District for a pilot study, for both Helix Water Customers and Sweetwater Authority Customers)! https://hwd.com/helix-launches-smart-leak-detector-rebate-program/

Backstory:
In February I got a Flume System (can buy it on Amazon), a Smart Leak Detector, and I personally installed it on my meter and it is amazing! I can read my water usage real time on my phone and on my computer (wifi from house to meter), I get notified if I have a leak (water running over two hours (ie. irrigation line leaking, kids leave the bathroom sink on) and/or above 5 gallons per minute).

​So, YES, finally, there are these new cutting edge technology devices for the water wonky residential user who wants to know their water usage or when there is a leak or business user to install on their own! Since, Helix customers do not have Automatic Meter Infrastructure installed and you don’t know how much water you used till you get your bill 2 months later, (system would have cost millions), you can do this on your own and we have a REBATE ($100) to make it more affordable, devices run from $200 and up! Some you can have an automatic shut off, but will need to be installed by a plumber, see flyer for the different types.

Remember this is a pilot and we only have 100 $100 rebates to start, so, if you are interested, get yours now!

Item 5. PRESENTATION: The Board Receive a Presentation by the San Diego County Water Authority: 75 Years of Water Supply Reliability

Item 11 (page 94) The Board Conduct a Public Hearing regarding the State Mandated Public Health Goals Report on Water Quality. See report.
NOTE: PHGs are non-enforceable goals established by the California Office of Environmental Health Hazard Assessment. The only constituent that we have that exceeds the public health goal of zero is radiological constituents, gross alpha and uranium. However, we do not exceed the state and federal maximum contaminant level that are set to protect public health. If we were to remove the radiological constituent to zero, it would cost over $18,000,000 a year, thus, no action is required of Helix.

Item 17 (page 127) Water Rates – The Board Adopt Resolution 19-42 Adjusting the Schedule of Rates for the Fiscal Year 2019-20 Water Service Fees and Amending Section 2.12-2(B) of the Helix Water District Policies and Procedures Manual
 
Due to ongoing changes in state legislation (fighting water tax and others), conservation regulations, and new billing processes the Helix Budget increased 1.4% compared to the prior year, thus, water rates are increasing, however minimal.
 
This results in a 2.9 percent increase for the district's average customer who is using 21 units per bimonthly billing period, which would increase their bill by $4.59 to $160.94.
 
Of the 2.9 percent, 0.7 percentage points comes from the increase in the cost of water from the San Diego County Water Authority and 2.2 percentage points from the increase in district costs.
 
Additionally, we have another $1.8 Million additional revenue that is up for discussion. We can use it now, and bring the rate down further for the year, or we can put it in our rate stabilization fund and change our policy to be able to pull out the funds to bring down the rates the following year. The following year, based on “projections” projects rates to be at 5%. With this additional funding set aside we can almost guarantee to bring an anticipated future increase down below 5%. What do you think, what is your usage and what will your impact be (see Attachment C in packet, page  148)?

Item 8. (Page 78)  Interim Funding Agreement for the East County Advanced Water Purification Program  and
Item 9. (Page 96) Term Sheet Addendum for the Proposed Agreement for Implementation of the East County Advanced Water Purification Program.

  • Item 8. We are still continuing to move forward with exploring the feasibility of the East County Advanced Water Purification Project, and these items authorize more funding for engineering and moving forward. The costs will be reimbursed back to Helix by the funding agency when the project goes live. However, there is that off chance that the project may not go forward for whatever, reason and any expenses incurred will be the responsibility of the agency.
  • City of El Cajon, Padre Dam MWD have already approved moving forward and splitting the costs.
  • The County of San Diego will be voting on this item at their July 10, Board Meeting.
  • The Total cost for this item is $2.35 Million Dollars
  • Item 9. We have in the term sheet that the cost of the water will be revenue neutral to Helix Water District customers, meaning we will NOT be paying anymore than the cost of SDCWA raw water costs. This accounts at this time to approximately 92% of the cost of SDCWA. This water base price is subject to reassessment as the project develops. All agencies have agreed on this number. It is below 100% as we have costs of reservoir, pumping etc. to consider. The benefit to Helix will be having an additional drought proof local water supply for the future. The benefit of this project to the wastewater suppliers is that they don’t have to pay for the cost of wastewater treatment by the City of San Diego. Win-Win

Good evening all, well, I have been busy with juggling water and community and family events these past few months and I am proud to announce that my daughter, Anna Hedberg, has graduated from Academy of Our Lady of Peace with honors (STEM, GPA) and will be going to Miami University, Ohio in the Fall to study Biomedical Engineering! 
 
WATER STUFF:
 
In case you didn’t see my tweets and Facebook posts WE killed the water tax again!!! Hope Sacramento stops trying to put water taxes on water bills – enough is enough – water agencies are NOT tax collectors! DEAD WATER TAX!
 
Interesting Agenda Items:
 
Item 10. (Page 103)  The Board Adopt the Fiscal Year 2019-20 Operating Budget
 
  • We went over the Budget thoroughly, made comments and changes etc. in April.
  • In May we discussed how it may impact our water rates coming in the fall. As you know we have been having a wet year which has been great for our local reservoirs, but of course, we aren’t selling as much water to our customers and other agencies. Thus, with the increases in costs we anticipate a slight increase in rates, 1.5% due to San Diego County Water Authority and perhaps another 1.5% rate increase from Helix WD, we will know more come the end of the year. 
  • The proposed budget is in total amount of $90.8 Million the amount of Operating Budget is $79.2 and the PayGo Capital Budget in the Amount of $11.6 Million. The total costs, including capital expenses and water purchases, are increasing by approximately 1.2 Million or 1.4% versus the prior year’s budget. 
  • This last year has been a pretty good year in working on our unfunded liability and curbing other operating costs, see page 106 for more. Most of the increased in new costs are due to State legislation, new conservation regulations and new billing processes. 
  • Some of the major dates for this year's budget process include:
    • June 5 Board Meeting Preliminary Fiscal Year 2019-20 Budget for Board Approval
    • August 7 Board Meeting Approval of Water Rates
    • August 28 Distribute to Board Fiscal Year 2019-20 Document

Item 10. (Page 78)  The Board Provide Direction to Staff Regarding the Draft Budget Guidelines and Principles for Developing the Fiscal Year 2019-20 Preliminary Budget
 
  • That time of year again! With all that rain falling from the sky ($2m) – I would like a ZERO percent increase…but the following items need to be discussed:
    • Forecasted revenues and operating and capital expenditures for fiscal year 2018-19
    • 2,000 acre-feet of local water available to reduce the amount of water purchased from the SDCWA in fiscal year 2018-19;
    • The preliminary fiscal year 2019-20 budget;
    • Actual and anticipated capacity fee iecelpts;
    • No change in units of water sold in fiscal year 2019-20 versus fiscal year 2018-19;
    • Four years of a $750,000 annual prepayment of the district's unfunded liability;
    • Rate smoothing across the outer years of the rate model which allows for an even increase in anticipated rate adjustments;
    • Replenishment of the rate stabilization reserve fund per district guidelines.
 
  • Some of the major dates for this year's budget process include:

  • Once again – Sacramento telling us how to run our water systems! With around 1000 shut offs a year the state will now place limits on when and how water agencies can discontinue service for nonpayment.
 
Item 13. The Board Discuss the Annual Harry Griffen Park Joint Powers Authority Meeting Scheduled for April 30, 2019, at 2 p.m.
  • Helix Water District owns the land of the park, we have a 30 Million Gallon Reservoir under the grass area. The City of La Mesa operates and maintains the park, the cost is split up through a Joint Powers Agreement:
City of La Mesa
40% -$208,964

Helix Water District
35% - $182,843

City of El Cajon
15% -   $52,241

County of San Diego
10% - $182,843
  • The total budget for the upcoming year is $522,409.
  • The issue that has been brought up is that the City of El Cajon is not paying their fair share – what do you think?

The Board Conduct a Public Workshop to Review the Compensation and Benefits Survey (Report Attached to Agenda) Prepared for Helix Water District Board of Directors by Reward Strategy Group.
 
This workshop will be an opportunity to see the presentation of the report and answer any questions. The workshop was posted and sent to customers on social media https://hwd.com/helix-board-to-hear-final-report-on-compensation-study/ and also in the paper. The information from this report will be used to assist in MOU negotiations. I hope to see you Wednesday!

The Helix Water District covers an area of nearly 50 square miles, serving the cities of La Mesa, El Cajon, Lemon Grove, the community of Spring Valley, and various unincorporated areas near El Cajon. Helix Water District owns Lake Jennings and Lake Cuyamaca. Helix Water District customers receive water treated at a 106 MGD R. M. Levy Treatment Plant in Lakeside. Helix also has storage rights of 10,000 acre feet in El Capitan Reservoir for water from Lake Cuyamaca, San Diego River tributaries, and imported water. Treated water is stored in the 30-million-gallon Grossmont Reservoir, under the grass at Harry Griffen Park, and 21 other storage tanks located throughout the District. The District has a total storage capacity of 63 million gallons for filtered water.
